After using an environmental laboratory for several years, a Texas refinery was required to change to another laboratory. W S Hitchcock and Associates was contracted to coordinate the change and ensure that the new laboratory could generate usable data that met the requirements for the Texas Natural Resources Conservation Commission (TNRCC) Risk Reduction Program. The project included laboratory audits, review of hard copy and electronic data deliverables, performance testing (PT) samples, and data validation using TNRCC's TRRP-13 guidelines. (Non-Litigation Project)
While transporting a petroleum product, a truck driver sustained injuries to herself. W S Hitchcock and Associates was retained to provide knowledge of petroleum chemistry and to determine possible causes of the injury. (Litigation Project/Plaintiff - Status/Settled)
A shipment of propylene oxide was not usable due to apparent contamination. W S Hitchcock and Associates was retained to determine the cause of the contamination. The investigation revealed that the most likely cause of the contamination was the polymerization of the propylene oxide. (Litigation Project/Defendant - Status/Settled)
A Texas refinery was considering switching to the Texas Risk Reduction Program (TRRP) and needed to evaluate the usability of historical data. W S Hitchcock and Associates was contracted to perform a data usability review to determine how much of the data was usable under TRRP. Data were assigned grades that allowed the end data users to evaluate data gaps. (Non-Litigation Project)
A Texas refinery was implementing a large sampling program involving soil and groundwater samples. W S Hitchcock and Associates was contracted to ensure that the sampling would generate data that was representative of the site. Sampling activities, chain-of-custody procedures, and shipping procedures were audited. Recommendation for improvements were given during the audits.(Non-Litigation Project)
An engineering firm was concerned that the results of chemical analyses were not of sufficient quality. Analytical data from the laboratory was reviewed and based on the results of that review, the laboratory was audited. The audit showed that the laboratory was not performing the necessary quality assurance/quality control measures. The laboratory was dropped from the project by the engineering firm. (Non-Litigation Project)
W S Hitchcock and Associates has also contributed to recent projects led by other Environmental Litigation Associates (ELA) principals.
